It's a Ryuul data storage device that's been jury-rigged into a mobile data collector. You can use it to record data on the enemies you fight in Ellin Forest.
Apparently it's powered by a micro-singularity, so unless you're looking to destroy two versions of Maple World at once, maybe don't break it.
